Action:

A.                     Approve a contract for up to $6,000,000 with Modern Railway Systems for Blue Line Traction Power Substations Direct Current Switchgear and Communication Equipment Installation, and

 

B.                     Authorize the City Manager to amend the contract consistent with the purpose for which the contract was approved.

Explanation

§                     The Blue Line has eight substations that were put into service 16 years ago and are now due for the mid-life refresh. This project will rehabilitate the Blue Line substations to meet their service life, provide increased system integrity and upgrade/modernize the substations communication capabilities.

§                     On May 17, 2024, the city issued a Request for Proposal (RFP); three responses were received.

§                     MRS best meets the city’s needs in terms of qualifications, experience, cost, and responsiveness to RFP requirements.

 

Disadvantaged Business Enterprise (DBE)

The federal DBE program neither requires nor permits goals for every contract. There is no DBE goal for this contract. The city must meet its overall goal using a mix of contract goals and race neutral means. However, Modern Railway Systems has committed 3.85% ($231,000) of the bid amount to the following certified firm:
