Explanation
§ The Strategic Mobility Plan, adopted by City Council in June 2022, outlines the mobility policies to achieve a safe, connected, equitable, sustainable, prosperous, and innovative transportation network for Charlotte.
§ Intelligent Transportation Systems (ITS) projects are part of the implementation of the Charlotte Department of Transportation’s ITS Master Plan.
§ The city has installed 420 miles of fiber optic cable, connecting over 950 traffic signals and 550 video traffic management cameras which provides the ability to remotely adjust traffic signals in response to traffic flow and emergency conditions.
§ This contract will provide various types of construction including fiber repair and maintenance and relocation of existing fiber optic cable, conduit, aluminum poles, traffic management cameras, and other facilities within the city’s ITS infrastructure. This service contract will also increase the city’s capacity for responding to emergency repair needs.
§ On May 8, 2024, the city issued an Invitation to Bid; one bid was received.
- N.C. General Statute Section 143-132 prohibits municipalities from awarding construction contracts over $500,000 without receiving at least three competitive bids from the initial advertisement of the contract. The city may subsequently award the contract even if re-advertisements result in fewer than three competitive bids.
§ On June 8, 2024, the Invitation to Bid was re-issued; one bid was received.
§ STS Cable Services, Inc. was selected as the lowest responsive, responsible bidder.
