Explanation
§ Sanitary sewer system modeling and evaluation are vital components of regulatory compliance that ensures adequate sanitary sewer system capacity is maintained. Information derived from this study will provide data necessary to determine the location and timing of future sanitary sewer system improvements.
§ In their 2015 Center City Development Report, Charlotte Center City Partners identified approximately 49 distinct development projects located within the boundaries of the Central Business District Sanitary Sewer Modeling and Evaluation service area. An accurate sanitary sewer hydraulic model and evaluation are recommended to ensure adequate sanitary sewer system capacity to support continued growth.
§ In order to ensure model accuracy, 40 separate sanitary sewer flow monitor data collection sites have been selected within the service area. The installation and services associated with these sites comprise approximately 40% of the total project cost.
§ On August 11, 2015, the City issued a Request for Qualifications (RFQ) for Professional Engineering Services for sanitary sewer flow monitoring, hydraulic modeling, study of potential development, forecasting of future demands, evaluation of the existing sewer system performance, and development of recommended improvements within and surrounding the Central Business District of Charlotte. In response to the RFQ, the City received five proposals from interested service providers.
§ Charlotte Water staff evaluated the proposals and determined that CDM Smith Inc. is the best qualified firm to meet the City’s needs on the basis of demonstrated competence and qualification of professional services in response to the RFQ requirements.
Charlotte Business INClusion
The City negotiated subcontracting participation after the proposal process (Part C: Section 2.1 (h) of the Charlotte Business INClusion Policy). CDM Smith Inc. has committed 7.28% ($50,000) of the total contract amount to the following certified firm:
