Action:
A. Adopt a resolution authorizing the City Manager to execute a grant agreement and accept a grant in the amount of $110,000 from the North Carolina Department of Transportation Governor’s Highway Safety Program for the development of a traffic safety education campaign for the Charlotte Regional Transportation Planning Organization planning area, and
B. Adopt a budget ordinance appropriating $110,000 from the North Carolina Department of Transportation to the General Grants Fund.

Explanation
§ The Charlotte Regional Transportation Planning Organization (CRTPO) is the federally designated Metropolitan Planning Organization for the Charlotte Urban Area. The City of Charlotte is the CRTPO’s lead planning agency, and the CRTPO is a division of the city’s Planning, Design, and Development Department.
§ On February 10, 2025, City Council approved acceptance of a Safe Streets and Roads for All (SS4A) grant from the U.S. Department of Transportation for the development of a regional Comprehensive Safety Action Plan for the CRTPO planning area.
§ These Governor’s Highway Safety Program grant funds will be used to develop a regional traffic safety education program that will complement the CRTPO Comprehensive Safety Action Plan.
§ The CRTPO will leverage the Governor’s Highway Safety Program funds to:
- Identify road users overrepresented in the CRTPO’s high injury network to identify a target learning audience for the campaign;
- Recruit a network of “road safety champions” who work with or directly represent crash victims and vulnerable road users within the Charlotte urban area; and
- Develop and pilot a “safe system toolkit” to facilitate the program’s learning outcomes in coordination with the infrastructure goals established with the Comprehensive Safety Action Plan.
