- RS&H Architects-Engineers-Planners, Inc.,
- The Wilson Group Architects, PA, and
C. Authorize the City Manager to amend the contracts consistent with the purpose for which the contracts were approved.

Background
§ Aviation requires professional planning consultation services to support long-term master planning, strategic planning, environmental planning, and sustainability efforts.
§ Services are engaged on an as-needed basis and pricing is based on the scope of the request.
Explanation
Action A
§ Planning consultation services may include all aspects of airport planning, including but not limited to airfield, airspace, terminal, landside, environmental, financial, surface transportation, land use, noise, and the Capital Improvement Program.
§ On May 29, 2026, the city issued a Request for Qualifications (RFQ); nine responses were received.
§ The companies selected best meet the city’s needs in terms of qualifications, experience, cost, and responsiveness to RFQ requirements.
§ Annual aggregate expenditures are estimated to be $2,500,000.
Action B
§ Architectural consultation services may include all aspects of building design to support Airport campus infrastructure and associated mechanical, electrical, and plumbing systems.
§ On June 1, 2026, the city issued a Request for Qualifications (RFQ); 17 responses were received.
§ The companies selected best meet the city’s needs in terms of qualifications, experience, cost, and responsiveness to RFQ requirements
§ Annual aggregate expenditures are estimated to be $2,500,000.
Charlotte Business INClusion/Disadvantaged Business Enterprise
The planning consultation and architectural consultation services contracts are task-order based. Locally funded task orders will be subject to Charlotte Business Inclusion (CBI) program compliance. Federally funded task orders will be subject to Disadvantaged Business Enterprise (DBE) program compliance.
Charlotte Business INClusion
Effective July 1, 2026, Session Law 2026-41 eliminated the authority of North Carolina local governments to use race-conscious and gender-conscious contracting requirements. In compliance with the new law, no MBE/WBE/MWBE/MSBE/WSBE/MWSBE goals or compliance requirements will be included in city contracts. SBE goals are not affected and shall continue to be used in compliance with the CBI program and applicable law.
