Professional Engineering Services for Various Storm Water Services Projects

Action:

A.                     Approve unit price contracts for professional engineering services for a term of three years with the following:

-                     Armstong Glen, PC,

-                     Dewberry Engineers, Inc.,

-                     The John R. McAdams Company, Inc.,

-                     WithersRavenel, Inc.,

-                     WSP USA, Inc., and

 

B.                     Authorize the City Manager to renew the contracts for up to two, one-year terms with possible price adjustments and to amend the contracts consistent with the purpose for which the contracts were approved.

Explanation

§                     These contracts will provide engineering analysis and design services for a multitude of storm drainage improvement projects ranging from single-property repairs to area-based drainage solutions.

§                     On April 23, 2026, the city issued a Request for Qualifications (RFQ); 14 responses were received.

§                     The selected companies are the best qualified firms to meet the city’s needs on the basis of demonstrated competence and qualification of professional services in response to the RFQ requirements.

§                     Annual aggregate expenditures are estimated to be $3,000,000.

 

Charlotte Business INClusion

Effective July 1, 2026, Session Law 2026-41 eliminated the authority of North Carolina local governments to use race-conscious and gender-conscious contracting requirements. In compliance with the new law, no MBE/WBE/MWBE/MSBE/WSBE/MWSBE goals or compliance requirements will be included in city contracts. SBE goals are not affected and shall continue to be used in compliance with the CBI program and applicable law.
