Action:
A. Approve a contract with Enterprise Leasing Company Southeast LLC for vanpool operations and management services for an initial term of three years, and
B. Authorize the City Manager to renew the contract for up to two, one-year terms with possible price adjustments and to amend the contract consistent with the purpose for which the contract was approved.

Explanation
§ The vanpool program is a resource for businesses and community groups to access ridesharing services through Charlotte Area Transit System (CATS) and is a cost-effective public transit option while reducing traffic, congestion, and improving air quality.
§ In the vanpool program, commuters travel together in high-capacity vehicles between their homes or a designated location to a common work destination.
§ This contract will provide turn-key services in managing the vanpool program to improve operating efficiencies, provide fleet resources for the program, acquire and retain ridership, increase awareness and positive perception of vanpool services, and expand availability of services.
§ On April 9, 2024, the city issued a Request for Proposals (RFP); one response was received.
§ Enterprise Leasing Company Southeast LLC meets the city’s needs in terms of qualifications, experience, cost, and responsiveness to RFP requirements.
§ Annual expenditures are estimated to be $500,000.
