Accept Carbon Reduction Program Discretionary Grant

Action:

A.                     Adopt a resolution authorizing the City Manager to execute a Municipal Agreement with the North Carolina Department of Transportation accepting a Carbon Reduction Program Discretionary Grant for Intelligent Transportation Systems in the amount of $3,917,562, and

 

B.                     Adopt a budget ordinance appropriating $3,917,562 in grant funds from the North Carolina Department of Transportation to the General Capital Projects Fund.

Explanation

§                     The Charlotte Regional Transportation Planning Organization allocated Carbon Reduction Program (CRP) Discretionary Grant funding to the city for the design and construction of Intelligent Transportation System (ITS) projects.

§                     The Infrastructure Investment and Jobs Act established the CRP, which provides funds for projects designed to reduce transportation emissions.

§                     The project supports the Strategic Mobility Plan adopted by City Council in June 2022 by advancing a safe transportation system for all users.

§                     ITS projects are part of the implementation of the Charlotte Department of Transportation’s ITS Master Plan.

§                     The city has installed 420 miles of fiber optic cable, connecting over 950 traffic signals and 550 video traffic management cameras which provides the ability to remotely adjust traffic signals in response to traffic flow and emergency conditions.

§                     The grant will be used to design and construct four ITS projects:

-                     Idlewild Road in Council District 5,

-                     Wilkinson Boulevard in Council District 3,

-                     Mt Holly Road in Council District 2, and

-                     Sardis Road/Rama Road in Council Districts 6 and 7.

§                     Total project costs for design and construction are estimated to be $4,896,953:

-                     $3,917,562 (80%) in CRP Discretionary Grant funding and

-                     $979,391 (20%) in local match.

§                     Project design is anticipated to begin first quarter 2025.
