Explanation
§ This project will construct intersection improvements at Arrowood Road and Whitehall Commons Center Drive to enhance mobility and safety in Council District 3.
§ Improvements include installation of a new traffic signal, pedestrian signals, roadway widenings, curb ramps, and crosswalks.
§ On March 10, 2026, the city issued an Invitation to Bid; five bids were received.
§ DOT Construction, Inc. was selected as the lowest responsive, responsible bidder.
§ The project is anticipated to be complete by the first quarter of 2028.

The low bid from Cardinal Civil Contracting, LLC in the amount of $1,254,304.18 was found to be non-responsible/non-responsive for failure to meet the established WSBE goal and failure to satisfy the Good Faith Efforts requirements.
