Background
§ The Fourth Parallel Runway Program will enhance airfield capacity and operational efficiency and reduce the number of active runway crossings.
§ The overall program consists of three major design projects. This project will provide aircraft the ability to continuously taxi around the north end of the two center runways.
§ The project is anticipated to be complete by the fourth quarter of fiscal year 2027.

Action A
§ This contract will provide for the construction of a new taxiway with two connector taxiways, to include pavement and building demolition, utility removal, mass grading, erosion control, waterline installation, asphalt roadway, pavement markings, airfield electrical including duct banks, cabling, lighting, and signage, and fencing.
§ On May 7, 2024, the city issued an Invitation to Bid; four bids were received.
§ E.S. Wagner Company LLC/Hi-Way Paving, Inc. Joint Venture was selected as the lowest responsive, responsible bidder.

§ On March 13, 2023, City Council approved a contract with Kimley-Horn and Associates, Inc. in the amount of $5,325,521 to provide design services for the Fourth Parallel Runway Program North End-Around Taxiway Extension Project.
§ Contract amendment #1 in the amount of $647,840 was for additional design services for General Aviation Hangar Site Development to utilize excess soil from the runway for future hangar building sites.
§ Amendment #2 includes construction administration services, including design-related items such as submittal reviews, RFI responses, as-built final drawings, and material acceptance.
§ The new value of the contract is $11,508,689.
