Explanation

§                     The Charlotte Department of Transportation operates and maintains Charlotte’s multi-modal transportation network, which includes curb ramps and other pedestrian facilities.

§                     This work supports the city's mobility policies to achieve a safe, connected, equitable, sustainable, prosperous, and innovative transportation network for Charlotte.

§                     This location is part of Charlotte’s 2021-2025 High-Injury Network, and the improved pedestrian connections support the city’s broader Vision Zero safety goals.

§                     This project will also provide Americans with Disabilities Act-compliant pedestrian routes along W.T. Harris Boulevard and Grier Road in Council Districts 4 and 5.

§                     Improvements include the installation of curb ramps, 0.24 miles of sidewalk replacement, 100 feet of new sidewalk, new pedestrian crossings at the intersections of W.T. Harris Boulevard and Grier Road and W.T. Harris Boulevard and The Plaza, and refreshed crosswalk markings.

§                     On May 18, 2026, the city issued an Invitation to Bid; three bids were received.

§                     Carolina Cajun Concrete, Inc. was selected as the lowest responsive, responsible bidder.

§                     The project is anticipated to be complete by the fourth quarter of 2027.

 

Charlotte Business INClusion

Effective July 1, 2026, Session Law 2026-41 eliminated the authority of North Carolina local governments to use race-conscious and gender-conscious contracting requirements. In compliance with the new law, no MBE/WBE/MWBE/MSBE/WSBE/MWSBE goals or compliance requirements will be included in city contracts. SBE goals are not affected and shall continue to be used in compliance with the CBI program and applicable law.

Carolina Cajun Concrete, Inc. has committed 18.29% ($121,000) of the total contract amount to the following certified firm(s):

§                     Caraway Coatings, LLC (SBE) ($40,000) (striping)

§                     Piceno Concrete, LLC (SBE) ($41,000) (concrete)

§                     Shoreline Trucking, LLC (SBE) ($40,000) (hauling)
