Explanation
§ The Charlotte Department of Transportation operates and maintains Charlotte’s multi-modal transportation network, which includes curb ramps and other pedestrian facilities.
§ This work supports the city’s mobility policies to achieve a safe, connected, equitable, sustainable, prosperous, and innovative transportation network for Charlotte.
§ This contract will provide on-call roadway services for the replacement of Americans with Disabilities Act (ADA) non-compliant infrastructure across the city.
§ The work will include upgrades to traffic control, replacement of sidewalks, shared-use-path, curb ramps, curb and gutter, driveways, and the adjustment of miscellaneous utilities.
§ On July 20, 2026, the city issued an Invitation to Bid; three bids were received.
§ United of the Carolinas, Inc. was selected as the lowest responsive, responsible bidder.
§ The contract is anticipated to be completed by the third quarter of 2029.

Effective July 1, 2026, Session Law 2026-41 eliminated the authority of North Carolina local government to use race-conscious and gender-conscious contracting requirements. In compliance with the new law, no MBE/WBE/MWBE/MSBE/WSBE/MWSBE goals or compliance requirements will be included in the city contracts. SBE goals are not affected and shall continue to be used in compliance with the CBI program and applicable law.
