A.                     Reject the low bid submitted by H&C Contracting Inc. for the Baggage Handling System Control Room Relocation project, and

 

B.                     Approve a contract in the amount of $777,600 to the lowest responsive, responsible bidder Edison Foard LLC for the Baggage Handling System Control Room Relocation project.

Explanation

§                     The Airport’s Baggage Handling System (BHS) requires a control room where daily operations can be monitored and system issues can be resolved in a timely manner.

§                     The existing BHS control room no longer meets the needs of the Airport’s current and future operations.

§                     This project will provide for the relocation of the BHS control room to a shell space constructed as part of the Terminal Lobby Expansion project.

§                     Specific work includes the interior upfit of the approximately 2,000-square-foot space, including drywall, ceilings, flooring, mechanical, electrical, plumbing, cabling, and fire protection.

§                     On August 4, 2026, the city issued an Invitation to Bid; four bids were received.

§                     Edison Foard LLC was selected as the lowest responsive, responsible bidder.

§                     The project is anticipated to be complete by the fourth quarter of fiscal year 2027.

 

Reject Low-Bid Explanation

The low bid from H&C Contracting Inc. in the amount of $679,971 was found to be non-responsive due to failure to submit the non-discrimination certification.

 

Charlotte Business INClusion

Effective July 1, 2026, Session Law 2026-41 eliminated the authority of North Carolina local governments to use race-conscious and gender-conscious contracting requirements. In compliance with the new law, no MBE/WBE/MWBE/MSBE/WSBE/MWSBE goals or compliance requirements will be included in city contracts. SBE goals are not affected and shall continue to be used in compliance with the CBI program and applicable law.

Established SBE Goal: 7.60%

Committed SBE Goal: 9.13%

Edison Foard LLC exceeded the established subcontracting goal and has committed 9.13% ($71,000) of the total contract amount to the following certified firm(s):
