Airport Landscape Maintenance Services

 

Action

Action:

A.                     Approve a contract with Bland Landscaping Company Inc. for landscape maintenance services for a term of three years, and

 

B.                     Authorize the City Manager to renew the contract for up to two, one-year terms with possible price adjustments and to amend the contract consistent with the purpose for which the contract was approved.

Explanation

§                     Aviation owns and maintains approximately 6,000 acres of land, which require routine landscaping and maintenance.

§                     This contract will provide landscape maintenance services for Airport Zones 2 and 3, which consist of employee and long-term parking areas, the Airport Overlook, and roadways located on Airport property, including portions of Billy Graham Parkway, West Boulevard, Wallace Neel Road, and Tuckaseegee Road.

§                     Specific work includes grounds maintenance, tree and shrub pruning, flower bed maintenance, weed control, litter and debris removal, irrigation maintenance and operation, fire ant control, fence line clearing, and detention pond maintenance.

§                     On June 4, 2026, the city issued a Request for Proposals (RFP); 10 responses were received.

§                     Bland Landscaping Company Inc. best meets the city’s needs in terms of qualifications, experience, cost, and responsiveness to RFP requirements.

§                     Annual expenditures are estimated to be $1,000,000.

 

Charlotte Business INClusion

Effective July 1, 2026, Session Law 2026-41 eliminated the authority of North Carolina local governments to use race-conscious and gender-conscious contracting requirements. In compliance with the new law, no MBE/WBE/MWBE/MSBE/WSBE/MWSBE goals or compliance requirements will be included in city contracts. SBE goals are not affected and shall continue to be used in compliance with the CBI program and applicable law.

 

Small Business Participation

The city negotiates contract participation after the proposal selection process. Aviation staff will continue working with Bland Landscaping Company Inc. throughout the life of the contract to identify qualified SBE firms and pursue opportunities for SBE participation as they become available.
