A. Conduct a public hearing to consider historic landmark designation for the property known as the “Liddell-McNinch House” (parcel identification number 078-035-13), and
B. Adopt an ordinance with an effective date of September 28, 2026, designating the property known as the “Liddell-McNinch House” (parcel identification number 078-035-13) as a historic landmark.

Explanation
§ The city has received a recommendation from the Charlotte-Mecklenburg Historic Landmarks Commission (HLC) to amend the May 17, 1976, ordinance designating the Liddell-McNinch House as a local historic landmark.
§ Public hearings are required prior to City Council action on designation requests.
§ The Liddell-McNinch House is located at 511 North Church Street in Council District 2.
§ The recommended amendment to the existing designation of this property could significantly contribute to its long-term preservation.
§ The Liddell-McNinch House is listed under parcel identification number 078-035-13. The May 17, 1976, designation of the property included the building’s exterior. The recommended amendment would add both the interior of the house and the land listed under parcel identification number 078-035-13 as part of the property’s historic landmark designation.
§ The property is zoned UC(HDO).
§ The property is owned by Mitchell Van Clark and Delores Clark.
§ Based on the current value, the potential amount of deferrable taxes would be approximately $5,104.43 for the City of Charlotte taxes, $9,175.31 for Mecklenburg County taxes, and $238.37 for Special District 1 taxes.
