A.                     Reject the low bid submitted by Miles-McClellan Construction Company, Inc. for the River District Phase 1 Temporary Firehouse, and

 

B.                     Approve a contract in the amount of $3,456,269.25 to the lowest responsive, responsible bidder Batson-Cook Company for the River District Phase 1 Temporary Firehouse project.

Explanation

§                     The River District Temporary Firehouse was identified in the Construct Fire Facilities Program and approved in the Fiscal Year 2024 Adopted Budget.

§                     The project consists of a 2,460 square foot modular building to house a fire company and a 1,800 square foot prefabricated metal fire apparatus building.

§                     The River District temporary firehouse will be located at 7900 Dixie River Road in an unincorporated area near Council District 3.

§                     The firehouse will temporarily support the newly developed River District and help manage response volumes in the area until the permanent River District Firehouse is constructed.

§                     The firehouse is essential for the River District’s development and will ensure Certificates of Occupancy are issued in alignment with the development schedule in 2025.

§                     On August 7, 2024, the city issued an Invitation to Bid; four bids were received.

§                     Batson-Cook Company was selected as the lowest responsive, responsible bidder.

§                     The project is anticipated to be complete by the third quarter of 2025.

 

Reject Low-Bid Explanation

The bid from Miles-McClellan Construction Company Inc. in the amount of $3,218,350 did not meet the North Carolina General Statutes and was found to be non-responsive.
