Action:

A.                     Approve a five-year contract with Intellisoft to provide and implement Identity Management System for Airport Credentialing,

 

B.                     Authorize the City Manager to approve price adjustments and amend the contract consistent with the purpose for which the contract was approved,

 

C.                     Authorize the City Manager to purchase maintenance and support for as long as the City uses the system,

 

D.                     Authorize the City Manager to purchase such additional software licenses, services, and hardware for the City’s use of the system as needed to support the safety and security of Airport operations, and

 

E.                     Adopt a budget ordinance appropriating $855,200 from the Aviation Discretionary Fund to the Aviation Community Investment Plan Fund.

Explanation

§                     In compliance with federal regulations, those employed at Charlotte Douglas International Airport (CLT) undergo a background check prior to being issued an identification badge.

§                     The Identity Management System (IDMS) will simplify and automate the badging process and permit tenants, those companies, such as HMS Host, who operate in and around the terminal and other secure areas to enroll their employees. This will allow credentialing staff to focus on increasing the efficiency of background check processing and compliance with federal regulations.

§                     On July 6, 2017, the City issued a Request for Proposals (RFP) for IDMS Implementation. In response to the RFP, the City received four proposals from interested service providers.

§                     Intellisoft best meets the City’s needs in terms of responsiveness to RFP requirements, qualifications, experience, and cost.

§                     Under the contract, Intellisoft will provide the software, implementation, data migration, and and support for the system.

§                     This activity is occurring on airport property, which is in Council District 3.

No subcontracting goal was established because there are no subcontracting opportunities (Part C: Section 2.1(a) of the Charlotte Business INClusion Policy).
