Action:
A. Approve unit price contracts for unspecified tree planting, stump grinding, and landscaping services for a term of three years with the following:
- Carolina Outdoor Maintenance Inc. (SBE),
- Marula Tree Management Solutions LLC,
- New Beginning Landscape LLC (SBE),
- Roundtree Companies LLC (SBE),
- Schneider Tree Care,
- Southern Eez Landscaping LLC,
- Spikes-Out Tree Care LLC (SBE), and
B. Authorize the City Manager to renew the contracts for up to one, two-year term with possible price adjustments and to amend the contracts consistent with the purpose for which the contracts were approved.

Explanation
§ General Services’ Landscape Management division provides tree planting and stump grinding in the right-of-way and provides landscape services at city-owned properties and in city-maintained medians.
§ These contracts will provide all required labor, equipment, planting materials, and incidental supplies needed to supplement Landscape Management staff’s work across the city.
§ Services may include, but are not limited to, the installation of trees, shrubs, perennials, turf grass, mulch, and groundcover, as well as demolition, site preparation, and stump grinding.
§ On June 18, 2026, the city issued a Request for Proposals (RFP); nine responses were received.
§ The companies selected best meet the city’s needs in terms of qualifications, experience, cost, and responsiveness to RFP requirements.
§ At renewal, potential price adjustments may be considered based on legitimate and justified increases in the cost of doing business. The ability to consider price adjustments also allows the city to accept decreases, if warranted.
§ Annual aggregate expenditures are estimated to be $4,165,000.
Charlotte Business INClusion
Effective July 1, 2026, Session Law 2026-41 eliminated the authority of North Carolina local governments to use race-conscious and gender-conscious contracting requirements. In compliance with the new law, no MBE/WBE/MWBE/MSBE/WSBE/MWSBE goals or compliance requirements will be included in city contracts. SBE goals are not affected and shall continue to be used in compliance with the CBI program and applicable law.
Small Business Participation
Carolina Outdoor Maintenance Inc., New Beginning Landscape LLC, Roundtree Companies LLC, and Spikes-Out Tree Care LLC are city-certified SBEs. Contract goals were not established for this contract because the scope of work or goods does not present viable subcontracting opportunities. The selected companies will be responsible for 100% of the work or goods, and there are no opportunities to include subcontractors. This assessment was confirmed by CBI and the respective department after reviewing the project’s scope and potential for division into subcontracting opportunities.
