Approve a contract in the amount of $1,595,789 with Samet Corporation for Design Services of the River District Permanent Firehouse #44 Progressive Design-Build project.

Explanation

§                     River District Firehouse #44 was identified in the Construct Fire Facilities Program and approved in the Fiscal Year 2023 Adopted Budget for Advanced Planning and Design.

§                     The River District Firehouse will be located at 7900 Dixie River Road in an unincorporated area near Council District 3 and will help manage response time standards and alleviate high call volume for surrounding firehouses.

§                     On May 16, 2024, the city issued a Request for Qualifications (RFQ); seven responses were received.

§                     Samet Corporation is the best qualified firm to meet the city’s needs on the basis of demonstrated competence and qualification of professional services in response to the RFQ requirements.

§                     Progressive Design-Build projects consists of two phases; the Design Phase delivers the project design, and Construction Phase will provide a guaranteed maximum price to construct the project.

§                     This contract is for the Design Phase of the Progressive Design-Build. A future amendment will be requested for the Construction Phase.

§                     The city’s design-build delivery method is in conformance with North Carolina General Statute 143-128.1(a) and consistent with the Design-Build Institute of America best practices for progressive design-build.

§                     On October 14, 2024, City Council approved a construction contract for a temporary facility to be built on site until this permanent facility is built.

The city negotiates contract participation for Design-Build contracts after the firm is selected, and scopes of work are defined for design and construction services. Samet Corporation has committed approximately 24.37% of the design services to the following certified firm(s):

§                     AME Consulting Engineers, PC (SBE) (HVAC)

§                     Stewart Engineering, Inc. (MBE) (civil engineering, surveying)
