A. Approve the purchase of 11.79 acres of property located on Woodridge Center Drive (parcel identification numbers 143-012-01, 143-012-02, 143-012-03, 143-012-04, 143-012-05, and 143-012-09) in the amount of $7,100,000 for the relocation of the Charlotte-Mecklenburg Police Department’s Aviation Division and expansion of the Special Operations Unit, and
B. Authorize the City Manager, or his designee, to negotiate and execute all documents necessary to complete this transaction.

Explanation
§ The Charlotte-Mecklenburg Police Department Facilities Strategic Plan outlines facility goals through 2025. This purchase is consistent with the goal to relocate the helicopter hangar and to expand the facility housing to account for current and future growth.
§ The property on Woodridge Center Drive is southeast of the current hangar location and is less than five miles from the Charlotte Police and Fire Training Academy and current Special Operations building.
§ The property includes an existing 27,341 square foot office building that will be used to house police staff, land for a future hanger and helicopter pad, and capacity for further building expansion.
§ The property was recently rezoned to ML-2 (heavy industrial) and is in Council District 3.
§ As part of the mandatory referral process, the Charlotte-Mecklenburg Planning Commission recommended approval of the acquisition.
§ The terms of the transaction are as follows:
- $7,100,000 purchase price with a $50,000 earnest money deposit,
- Reimbursement of Home Owner’s Association pre-payment for 2025, in the amount of $11,249.45, and
- 180-day due-diligence period with closing on or before October 15, 2024.
§ This transaction is consistent with City Council’s adopted City-owned Real Estate and Facilities Policy.
