A. Approve a contract amendment for $988,723.42 with Kimley-Horn and Associates, Inc. for engineering services to plan and design a new light rail station in South End, and
B. Authorize the City Manager to amend the contract consistent with the purpose for which the contract was approved.

Explanation
§ On September 13, 2021, the city entered into a contract with Kimley-Horn and Associates, Inc. for planning and design engineering services for the South End Station (located in Council District 3) in the amount of $1,902,864.83.
§ Tasks completed to date under the contract include planning, environmental approvals, and 30 percent Preliminary Engineering.
§ This contract amendment is needed to complete final design as well as additional tasks identified during the planning and early design phases:
- Additions to the project scope including a universal track crossover, pedestrian improvements, and stormwater capacity improvements;
- Division of the contract into two major packages plus an early procurement package(s) for specialty construction materials; and
- Coordination with the Construction Manager at Risk contractor.
§ The new estimated value of the contract is $2,891,588.25, which is within the current project budget.
§ A future contract amendment will be needed to add engineering support services during construction.
