Policy Referral - Minimum Housing Code

On June 30, 2026, Mayor Lyles referred a Minimum Housing Code policy item to the Committee. The
referral asks the Committee to determine if any applicable Minimum Housing Code ordinance changes
and/or policy recommendations to include the requirement to provide air conditioning should be made to
Council for consideration. The Committee will review current City cooling initiatives and discuss key
considerations and information needed to fully evaluate the issue.

Affordable Housing Funding Policy

On February 3, 2026, the Mayor asked the Committee to consider what enhancements are needed to
the Affordable Housing Funding Policy to better integrate affordable housing investments with the goals
of the Mobility Plan to mitigate displacement pressures. At its February, March, and June meetings, the
Committee reviewed the policy adopted by City Council in September 2024, including its emphasis on
anti-displacement, neighborhood affordability, residential stability, economic mobility, and partnership
strategies. The Committee also discussed lessons and policy advancements from implementation of the
2024 Housing Bond.
The Committee will review and discuss recommended updates intended to modernize the policy,
strengthen alignment with broader City initiatives, respond to changing community and market
conditions, and guide future affordable housing investments. Committee feedback will inform preparation
of an updated policy for review and consideration by the full City Council.
