A.                     Authorize the use of American Rescue Plan Act funds to purchase an updated enterprise backup system, using an existing City unit price contract with SHI International Corp., and

 

B.                     Authorize the City Manager to purchase such additional software licenses, services, hardware, maintenance and support as required to maintain the system for as long as the City uses the system.

Explanation

§                     The City’s enterprise backup system is key to enabling the City’s data protection, business continuity, and disaster recovery strategies.

§                     On December 9, 2019, City Council approved competitively-solicited unit price contracts with various vendors, including SHI International Corp, for technology products and associated services for an initial term of three years with two optional one-year renewals.

§                     This action approves the use of American Rescue Plan Act (ARPA) funds for the enterprise backup system project through an existing unit price contract with SHI International Corp. 

§                     The current enterprise backup system was acquired three years ago via a five-year “Flex-on-demand” subscription expiring in 2023.

§                     The City needs to identify, purchase, and implement a new enterprise backup solution at least six to twelve months before the current subscription expires to allow time to implement and transition to the new system.

§                     ARPA funding approved for this purchase supports the transition to the new system.

§                     The updates to the City’s technology infrastructure will support the City’s pandemic operational needs with telework as a means of mitigating and preventing the spread of COVID-19.

§                     Total ARPA expenditures are estimated to be $512,000.

Per Charlotte Business INClusion Policy: Part C: Section 2.1(a) The City shall not establish Subcontracting Goals for Contracts where: (a) there are not subcontracting opportunities identified for the Contract; or (b) there are no SBEs or MBEs certified to perform the scopes of work that the City regards as realistic opportunities for subcontracting.

 

This contract meets the provisions of (a) - No subcontracting opportunities.
