Action

Action:

A.                     Approve unit price contracts to the following lowest responsive bidders for the purchase of Wastewater Treatment Chemicals for a term of one year:

-                     JCI Jones Chemicals, Inc.,

-                     Olin Corporation, and

 

B.                     Authorize the City Manager to renew the contracts for a one-year term with possible price adjustments and to amend the contracts consistent with the purpose for which the contracts were approved.

Reserve Auction

§                     G.S. 143-129.9 allows local governments to use the reverse auction method to obtain competitive bids for the purchase of apparatus, supplies, materials, or equipment as an alternative to the otherwise applicable requirements for competitive bidding.

-                     Reverse auction is a real-time purchasing process in which bidders compete to provide goods at the lowest selling price in an open and interactive environment.

-                     Reverse auctions must be conducted by a third party under contract with the City.

 

Explanation

§                     Charlotte Water uses a variety of chemicals in the wastewater treatment process.

§                     On June 27, 2018, the City issued an Invitation to Bid; four bids were received.

§                     On July 18, 2018, the City held a reverse auction to obtain pricing.

§                     The listed companies were selected as the lowest responsive, responsible bidders.

§                     Total contract expenditures are estimated to be $650,000 annually.

 

Charlotte Business INClusion

No subcontracting goal was established because there are no subcontracting opportunities (Part C:  Section 2.1(a) of the Charlotte Business INClusion Policy).
